Dave Mathisen is the CEO of Cognitive Technologies. He previously served as Cognitive’s Sr. Vice President and General Manager, focusing on the development and management of business relationships with clients, partners, and key vendors.

Mr. Mathisen has over 30 years of dynamic management experience leading domestic and global implementations of software, communications and networking technologies. He is recognized as one of the early industry leaders in the supply of Advanced Public Transportation Systems (APTS) to the public transit industry. Prior to joining Cognitive Technologies, Mr. Mathisen was the Senior Principal of Implementation Services for Information Systems, an IT technology services organization providing IT professional services to commercial and government organizations.

Previously, he was the Sr. VP and General Manager of Orbital Science's Transportation Management Systems Division. While at Orbital, Mr. Mathisen led the successful merger of Orbital and Raytheon TMS. During this timeframe, Mr. Mathisen led the 200-person organization to record-level market share and profitability. Earlier in his career Mr. Mathisen was a Sr. Product Manager for Westinghouse's International ATC division, where he managed the P&L for a customer base including the countries of Poland, Panama, India, Tunisia, and Morocco.

Mr. Mathisen is a recent Board member of the Intelligent Transportation Society of America, and recent Vice Chair of the Business Leadership Council of ITS America. He is an active member in the American Public Transit Association and noted speaker on transportation issues. Mr. Mathisen served in the U.S. Navy submarine service. He is a graduate of the University of S. Carolina and Berkley College.
