Cognitive Technologies Wins State of Maryland Consulting and Technical Services Master Contract
Austin, TX, June 15, 2009. Cognitive Technologies -- a consulting firm specializing in project management, collaborative processes, and organizational effectiveness for the federal government and Fortune 1000 companies – has been awarded a five-year Consulting and Technical Services (CATS II) Master Contract with the State of Maryland.
The CATS II Master Contract was awarded to Cognitive Technologies because of its ability to deliver quick, efficient and cost effective IT resources. The contract allows agencies within the state of Maryland to use Cognitive Technologies to meet their consulting and technical service needs. Cognitive Technologies is a Master Contractor for the following three functional areas:
- IT Management Consulting Services – including IT enterprise architecture, systems review for architectural consistency, strategic planning assistance, project management services, Master Contractor assessments and risk assessment analysis.
- Business Process Consulting Services – including streamlining business processes and the development, implementation and support of process improvements to eliminate redundancy, increase productivity and reduce cost.
- Documentation/Technical Writing – including developing and/or maintaining system documentation; user manuals; computer operations and program maintenance manuals; plans for training, testing, quality assurance, and contingency operations; and backup, recovery and restart procedures. Also includes technical writing for proposals, presentations, standard operating procedures (SOP), policies and procedures.

The CATS II Master Contract was developed by the state of Maryland to obtain IT resources quickly, efficiently and cost effectively by issuing Task Orders (TO) specific to its needs. The Department of Information Technology (DoIT) within the state of Maryland is responsible for the management of these contracts.
